Who this policy applies to

  1. This policy covers the Academic Year 2024/25, from 1 September 2024 to 31 August 2025.

  2. This policy applies to anyone who is resident in the London Borough of Sutton. 

  3. This policy applies to all young people aged 16-18 as at 31 August 2024 entering or continuing further education. It also applies to continuing learners aged 19 to 25 as at 31 August 2024 with learning difficulties and disabilities (LDD) who satisfy the eligibility criteria.

  4. This policy provides for learners who are engaged in education or training at a sixth form college, a further education institution, a sixth form college or a local authority maintained or assisted institution providing higher or further education. It also applies to learners at an establishment funded directly by the Education and Skills Funding Agency (ESFA) such as an independent specialist provider for learners with learning difficulties and/or disabilities or a learning provider that is funded by the Council to deliver accredited programmes of learning which lead to a positive outcome (this could include colleges, charities and private learning providers).

  5. For the purposes of this policy a young person of ‘sixth form age’:

    • is a young person over compulsory school age but under 19, 

    • or a young adult aged under 25, who has a current EHC plan and is on a course that started before their 19th birthday.

  6. An ‘adult’ for the purpose of the 19-25 travel assistance is an adult who is aged under 25, started their current course after their 19th birthday and who has a current EHC plan maintained by the Council.
