Who this policy does not apply to
Children of ‘preschool’ age
- The Council expects that children under the age of 5 will be taken to their educational provision by you (the parent/carer or guardian). The same is true of children of preschool age with special educational needs or disabilities.
Young people of ‘sixth form age’ or young adults 19+

For young people in year 12 and above (over 16 years old), there is no statutory requirement on the Council to provide free transport to their school or college. The Council must decide and set out in a policy statement the arrangements that the Council considers necessary to facilitate attendance for these young people.

A young person is of ‘sixth form age” when they are over compulsory school age but under 19, or a young person aged under 25, who has a current EHC plan and is on a course that started before their 19th birthday. A ‘young adult’ means an adult who is aged under 25, started their current course after their 19th birthday and for whom an EHC plan is maintained by the Council.

Children ‘directed off-site’ to another establishment
- Where schools have made arrangements for a child to be educated off-site, for example to avoid a permanent exclusion, the Council is not responsible for travel assistance.
