A Message from the London Borough of Sutton – Local Offer for Care Leavers
Welcome to Sutton’s Local Offer for Care Leavers.
We encourage you to take a few moments to read this important information, which outlines the support and services available to you as you transition into adulthood and independence.
This Local Offer is our promise to you. It sets out what you can expect from us—your Corporate Parent—as we help guide you towards a positive and successful future. All local authorities are required to publish a Local Offer under the Children and Social Work Act 2017. At Sutton, we take this responsibility seriously. Like any good parent, we are committed to acting in your best interest and making sure your needs are met wherever possible.
Our dedicated staff are here to support you. They will make sure that everyone involved in your life is doing what they should to help you grow, succeed, and reach your full potential. This means regular visits and face-to-face meetings with you, your carers, and others who are important in your life. We understand that living away from your family isn’t easy, which is why it’s so important that the care and support we provide help you feel valued, listened to, cared for, and loved.
You’ll work with us to develop your Pathway Plan—a plan that’s made with you, not for you. This plan outlines who is responsible for supporting you in every part of your life, including:
Care and emotional wellbeing
Education and training
Employment opportunities
Health and wellbeing
Positive community engagement
Turning 18 marks the beginning of legal adulthood—but we know that everyone’s journey is different, and support needs vary. We won’t stop supporting you when you turn 18. We’ll continue to work with you until you’re 25, at 21, if you are not in education you may choose not to have an allocated PA, but can still access support from the team.
Your Pathway Plan will guide the level of support and frequency of visits you receive. It will ensure you remain safe, supported, and connected to your community. If you need ongoing support beyond 25, you’ll know in advance how your needs will be met and who will provide that support, such as Adult Social Care.
Your support will always be personalised—tailored to your wishes, feelings, and assessed needs.
This Local Offer is important—and it’s been shaped with input from young people and young adults just like you. We’ve worked together to ensure the offer reflects what matters most. You’ll also find information about the agencies we work with, including Housing, Education, Health, and the Department for Work and Pensions (DWP).
